Temabetsu Chuukyuu kara manabu nihongo is a great reading comprehension book. The level gradually progresses, starting at about between JLPT 3 and 2, and ends up firmly at about a 2 level. The questions at the end of the reading selections are not a,b,c,d questions but rather force you to think about and enunciate an answer.
